ARC: the native coordination asset of the Arc network
The ARC whitepaper explores how a network token could help coordinate the Arc network as it grows — supporting security, governance, fee mechanics, and broader utility across the network.
ARC is not launched. All products and features are subject to change.
Shared infrastructure needs shared alignment
Financial infrastructure is approaching the same threshold computing reached before shared operating systems: growing activity, fragmented systems, and no common environment for participants to build and operate together.
Arc provides common, internet-native rails for stablecoins, tokenized assets, financial applications, and global markets.
The ARC token would serve as a coordination layer: a protocol-native mechanism intended to align network security, economic governance, and participation within the Arc network.

Coordination assets align networks
Governance tokens help participants vote, while utility tokens help participants access networks or features. A coordination asset is different: it connects the core functions of a network into a single, reinforcing system. Security, governance, fee mechanics, and utility are not separate token features; they work together to align participants with how the network operates and evolves over time.

DISCLOSURE
No ARC token has been launched, and any discussion of a potential ARC token is merely exploratory. No decision has been made regarding whether a native token for the Arc network will be developed, deployed, or made available. Any descriptions of potential token functionality, network design, governance, or incentive mechanisms are subject to change and may be modified, delayed, or discontinued at any time in the sole discretion of Arc Network Services LLC (“ANS”), a subsidiary of Circle Internet Group, Inc. (“Circle”). Any governance features may roll out gradually and evolve over time.
Any discussion of a potential ARC token is intended solely for informational purposes and to facilitate dialogue regarding the potential utility and functionality of any native token with respect to the Arc network. The ARC token is not intended to be, and shall not be construed as, an investment opportunity, a security, a form of payment, or a substitute for fiat currency or stablecoins. Nothing herein should be interpreted as an offer, solicitation, or recommendation to purchase any asset, or as investment, legal, tax, or financial advice.
Nothing in these materials, or in any related discussion, is intended or should be understood as a representation or promise by ANS, Circle, or any of their affiliates to undertake or continue undertaking essential managerial, entrepreneurial, developmental, commercial, operational, or other efforts from which any person should reasonably expect profits, appreciation, liquidity, trading opportunities, or other economic return in connection with any potential ARC token. Any activities that ANS, Circle, or their affiliates may undertake with respect to the Arc network or any potential ARC token, if any, would be subject to change, delay, limitation, or discontinuation at any time and should not be relied upon as a commitment, guarantee, or basis for any expectation of profit or other economic benefit.
Any potential ARC token, if launched, would be designed to support participation in and operation of the Arc network, including security, governance, and other protocol-level functions. For the avoidance of doubt, the ARC token would not represent and shall not be construed as equity, ownership, profit participation, revenue share, dividends, repayment rights, or any other proprietary or economic interest in Circle, any of its affiliates, or the Arc network. An ARC token would not confer any rights to participate in the management, control, governance, or decision-making of Circle or its affiliates.
ANS and its affiliates do not provide regulated financial, investment, or advisory services in connection with the Arc network or any potential ARC token. Any forward-looking statements regarding possible features, timelines, use cases, or network developments are inherently uncertain and should not be relied upon as commitments or guarantees.
ANS is not a regulated entity, and the Arc network and any potential ARC token have not been reviewed or approved by any regulatory authority, including the New York State Department of Financial Services.
